Under authority vested in me by law, it is ordered:
Paragraph 6 of Executive Order No. 1002, dated January 6, 1909, is hereby amended as follows:
- This order shall take effect not later than six months from the date of the promulgation thereof, except for the use of old French dump cars in use on the Panama Canal, including also the couplers of locomotives necessary to operate them, until July 1, 1910, after which date it shall likewise apply to this equipment.
