The Secretary of the Treasury may appoint Elza Eugene Phelps an inspector of customs for quasi-confidential duty in connection with the transfer of merchandise via the Tehuantepec National Railway across the Isthmus of Tehuantepec, in the Republic of Mexico, without compliance with the civil-service rules.
