The requirement of Rule X, that a person to be eligible for transfer must have been in the service at least six months next preceding the transfer, is hereby waived to permit the transfer of Mr. W. W. Adams from the postal service to the position of deputy collector of internal revenue upon his passing an appropriate examination prescribed by the Commission.
