Palmer, Ralph Charlton, clerk of the Crown in chancery since 188a, B.A. Balliol Coll., Oxon, principal secretary to Lord Chancellor Selborne 1880, formerly secretary to public schools commissioners, a student of Lincoln's Inn 20 Nov., 1861 (then aged 22), called to the bar 6 June, 1864 (3rd son of George Palmer, Esq., of Nazing Park, Sussex); born 3 Oct, 1839 (see Foster's Peerage, E. Selborne).
