GUIDING PRINCIPLES OF ADMINISTRATION

Sir:

It is hereby instructed that the administration be executed in compliance with the guiding principles of administration hereto attached.

Re: GUIDING PRINCIPLES OF ADMINISTRATION

I. Regarding Matters of General Character:

A. In respect of all the lines of administration, it shall be the general policy to rectify the existing tendency of relying upon the United States, and to establish the new and renovated Philippines which may, under the guidance of the Imperial Japanese Forces, be able to bear the responsibility as a member of the East Asia Co-Prosperity Sphere and to carry out such responsibility in practice.
B. In the execution of administration, the relative urgency and importance of all the matters concerned shall be properly judged and the principle of "important-matters-first" shall be thoroughly observed.
C. In carrying out the administrative policies, the foremost preference shall be given to satisfying the demands of the Imperial Japanese Forces, and importance shall be attached to the maintenance of peace and order.
II. Regarding the Department of Finance and the Budget and Auditing Office:
A. In respect of all the lines of finance, the existing policy of relying upon the United States shall be abandoned, and a new system of finance shall be established, under the guidance of the Imperial Japanese Forces, in building up the Philippines as a member of the East Asia Co-Prosperity Sphere.
B. The new system of finance shall be so arranged as to meet with the present emergency and to reorganize the economic system of the Philippines.
C. In making a budget, general expenditures shall be reduced in proportion to the decrease of revenues, and efforts shall be exerted to maintain the equilibrium between revenues and expenditures, whereas importance shall be put upon the maintenance of peace and order and the economic recovery of the country.

III. Regarding the Department of the Interior:

A. The utmost importance in the administration of internal affairs shall be placed in securing and maintaining peace and order.
B. The idea of relying upon Europe and America, and, in particular, the idolization of the United States shall be eradicated, and the friendship with Japan, based upon the awakening of the Filipinos as Orientals, shall be fully cultivated.
IV. Regarding the Department of Education, Health and Public Welfare:
A. The educational renovation shall be carried out in accordance with the fundamental principles of education as already instructed.
V. Regarding the Department of Agriculture and Commerce:
A. In the execution of industrial administration, the existing policy of relying upon the United States shall be forsaken, supplanting the same by the ideals of establishing the East Asia Co-Prosperity Sphere.
B. The reorganization of all kinds of industries shall be effected, under a comprehensive plan, in order to meet with the present circumstances, changing from the reliance on the United States to the cooperation with Japan.
C. The liberal industrial policy, which has existed hitherto, shall be rejected, and the emergency or wartime control shall be enforced.
VI. Regarding the Department of Public Works and Communications:
A. The principal objectives of the administration of public works and communications shall be to get rid of the existing policy of relying upon the United States, to achieve the fundamental mission of this country for taking part in the establishment of the East Asia Co-Prosperity Sphere and to promote the well-being of the Filipino people.
B. In the execution of the administration referred to above, efforts shall be made to satisfy, first of all, the demands by the Imperial Japanese Forces and to adapt the administration to the requirement of maintaining peace and order and of developing economic resources.
C. The administration referred to above shall be executed in accordance with the principles mentioned in the two preceding paragraphs, under comprehensive plan coupled with the "important-matter-first," so that the personnel, material and funds shall be rationally and efficiently utilized.

VII. Regarding the Department of Justice:

A. The functions of the judiciary shall be to make justice prevail by the strict enforcement of laws and speedy settlement of all legal cases, and to contribute to the maintenance of peace and order.
B. In order to carry out the above mentioned functions, a special importance shall be attached, in view of the present emergency, to the detection, prosecution and judgments of crimes so as to maintain peace and order, whereas the settlement of civil cases shall not be neglected.
