Dickey was educated at Windsor Academy; was called to the Bar, January, 1834, and appointed. Q.C. in 1863. He was a member of the Legislative Council of Nova Scotia from January, 1858, to May, 1867, when he Avas appointed by the Queen to the Senate of the new Dominion of Canada ; was a delegate to the Portland Convention, July, 1850, and accredited by the government of Nova Scotia to the Colonial Office, Dowuing- street, London, in 1858, and again in 1865, on the subject of the Intercolonial Railway.
