university district viz, in the cities of Sucre, La Paz, Potosi, Cochabamba, and Santa Cruz, a national university presided over by a Chancellor and University Council, appointed by the Government, who exercise supervisory control over all subordinate educational institutions within their respective districts. This central authority maintains a local delegate in each province, except that in which the university is located, whose duty, among others, is to certify promotions and to transmit in proper form to the Chancellor the graduating papers of those who, having taken the six-years course in the secondary department, seek admission to the university of his district.

The total number of municipal, private, and parochial schools in the Republic, going to make up the primary department of public instruction, according to the statistics of 1890, is 493, with 649 teachers and 24,244 students of both sexes, of whom 6,840 are girls. The secondary department has 16 colleges and lyceums with 2,126 students and 91 professors. The superior department embraces 5 universities in which 511 students are engaged in the study of law under 24 professors; medicine, 105 students with 12 professors; theology, 768 students with 47 professors, making a total of 1,384 students and 83 teachers. The total number of students in all the departments is 27,754 and of teachers 823. In addition to the schools above enumerated, the Government established, in 1890, 1 military school and 2 industrial colleges in the city of La Paz, which give promise of becoming important factors in the educational system of the Republic. The military and industrial schools and those of law and medicine are supported by the state.
