Excellency :
I have the honour to acknowledge the receipt of Your Excellency’s Note of today’s date with reference to the agreement reached between representatives of the Government of the United States of America and the Government of Uruguay, in connection with the Trade Agreement signed this day, in regard to trade relations between Uruguay and contiguous countries, Bolivia and Paraguay.
I have the honour to confirm Your Excellency’s statement of the agreement reached with reference to this matter.

Section I—The Nation and its Sovereignty
Chapter I
Art. 1. The Oriental Republic of Uruguay is the political association of all the inhabitants within its territory.
2. It is, and ever shall be, free and independent of ever foreign Power.
3. It shall never be the patrimony of any person or family whatsoever.
Chapter II
4. Sovereignty, in all its plenitude, has its being fundamentally in the nation, in which is vested the exclusive right of making its laws, in the manner which shall be hereinafter declared.
