writer is indebted for many illuminating facts used in this chapter. It will at least be conceded by all concerned that the introduction of legislation to assist the insurance companies in their laudable efforts by "making the punishment fit the crime" and thoroughly frightening the firebug by the penalties awaiting him, would be a distinct step in the right direction.
