De Forest, Robert Weeks, lawyer, founder, author, philanthropist, was born April 25, 1848, in New York City. He graduated from Yale university; and he has received from that institution the degrees of A.B., A.M. and LL.D. Since 1S71 he
has been
engaged
in the practice of law in New Y'ork City. In
1874 he became genattorney of the railroad Central of New Jersey; has been at the head of its law eral
department for many years and is also vice-president, general counsel and a director of the company. He is also president of the Hackensaok water company; is a trustee of the New Y'ork trust company and of the Hudson trust company; and a director of the Niagara fire insurance company and other business enterprises. Since 1883 he has been president of the New York charity organization society; and was one of the founders and first president of the Provident loan society, for philanthropic pawnbroking. In 1903 he was president of the national conference of charities and correction; and was one of the original incorporators of the Russell Sage foundation, of
which he is vice-president. De Formoy, Matthias Alexis Roche, soldier, was born in France. In 1776 he became brigadier-general in the continental army; and resigned in 1778. Defrees, John D., journalist, state legislator, was born Nov. 8, 1811, in Sparta, Tenn. In 1831 he settled at South Bend, Ind., served in the legislature of that state for eight years; and was for many years the owner and editor of the Indiana State Journal. In 1861 he A^'as appointed superintendent of public printing.

dent, author, Avas born Jan. 7, 1849, in Mukwanago. Wis. In 1S73 he graduated from the Illinois state normal university at Normal, 111.; and in 1886 graduated with the degree of Ph.D. from Halle university of Germany.
1873-76 he, was In the principal of public schools in Naples, 111. In 1876-83 he was assistant training teacher at the Illinois state normal university and in 1886-90 was professor of modern languages in the same institution. In 1891-9S he was president
of Swarthmore college of Pennsylvania; and since 1898 has been professor of the science and art of education at Cornell university of Ithaca, N.Y. In 1865-66 he was a private soldier in company I, one hundred and fortyninth regiment Illinois volunteers. In 189396 he was president of the national Herbart society; and in 1898 was chairman of the national council of education. He is the author of Essentials of Method; Herbart and Herbartians; Language Lessons; and Principles of Secondary Education. Defrees, Joseph H., merchant, congressman, was born May 13, 1813, in Carthage, Tenn. He turned his attention to merchandising in Indiana; in 1836-40 was sheriff of Elk,hart county,. In 1849 he was elected to the Indiana legislature; in 1850 to the state senate; and in 1865-67 he was a representative from Indiana to the thirty-ninth congress. He died in Elkhart county, Ind. De Garmo, James M., educator, business man, microscopist, author, was born Dec. 22, 1838, in Pleasant Valley, N.Y. He has spoken in every presidential campaign but one since 1856. He has a large collection of butterflies; also birds, geological specimens, and birds' eggs. He is the author of The
Hicksite Quakers and Their Doctrine. De Garmo, William B., physician, author, was born April 24, 1849, in West Troy, Wis. He was educated in the common schools of' Rochester, N.Y. and in 1875 received the degree of M.D. from the university of the City of New York. He was a member of the Texas constitutional convention in 1866; and was again a member of the constitutional convention in 1868. In 1869-71 he was a representative from Texas to the forty-first congress as a republican. He died Sept. 11, 1890, in San Antonio, Tex. Degetau, Federico, lawyer, congressman, was born in Ponce, P.R. He was one of the four commissioners sent by Porto Rico to ask Spain for autonomy. He was secretary of the interior of the first American cabinet that was formed in Porto Rico. In 1899 he was elected first vice-president of the muniepial council of San Juan. In 1900 he was elected
