Report, as a whole, most valuable. Considered as a whole the Report of the Commissioners is one of the ablest documents I have ever examined, and, from the mass of valuable evidence they have taken, and the care with which it has been analysed, most of their recommendations are eminently qualified to effect the great object in view—to reduce to the lowest possible extent the loss of life and property at sea.
