He was Private Secretary to Mr. Godley, founder of the Canterbury Set- tlement in NJ5. in 1861-2, member of the Canterbury Provincial Government from 1856 until his return to England in 1869, and Resident Magistrate at Christehurch from 1804 to 1874. In the letter year he entered Parliament, and Joined the Govern- ment which was naponsfble for the abolition of the Provinces Act. As Minister of Justice and Education he carried the National Edu- cation Act of 1877, which established free and secular primary schools and compulsory attendance, and afterwards did much as became the originator of the National system of primary education to advance the educa- tion cause. Some years later he retired for a time from active political life, and in January 1891 was called to the Legislative Council, of which he is a life member. He took a great interest in the Antarctic Ex- pedition of 1901-4, and It was at his in- stance that the Port of I<rttelton was made the headquarters of the ships in the Southern Hemisphere.
