The Committee appointed to confer with a Committee of the House of Representatives Senate, to consider and report whether any and what farther regulations are necessary for conducting the business between the two Houses, Report.

That in the opinion of the Committee it will be proper to establish the following additional rules of proceeding between the two Houses; to wit,

1st. when a Bill or Resolution is sent from one House to the other, the rejection of such amendmentBill or Resolution shall not take place, until a Conference shall have been requested with the House in which such Bill or Resolution originated, and if after such a Conference it shall be rejected, notice thereof shall be given to the other House.


2nd. When a Bill or Resolution which has been passed in one House shall be rejected in the other it shall not be brought in,
