An Aft for taking and ftating the Debts due and growing due to Scotland by way of Equiva- lent in the Terms of the Union ; and for Relief of the Creditors of the Publick in Scotland? and the Commiffioners of the Equivalent. ' "IX/^^RE AS by the fifteenth Article contained in the Acts for Union of the two Kingdoms of i?^- Recitlng-the ' V y land and Scotland, It is recited or mentioned, That by the Term's of the Treaty for the faid ~ T f h . u - A - rtlc jf ^ ' Union, the Subjects of Scotland, for preferving an Equality of Trade throughout the united Kingdom, ' AnnaaTc. S»" ' would be liable to feveral Cuftoms and Excifes then payable in England, which would be applicable ' towards Pa3'nient of the Debts of England contracted before the Union : And it was agreed, that Scotland 1 fhould have an Equivalent for what the Subjects thereof fhould be fo charged towards Payment of the ' faid Debts of England, in all Particulars whatsoever, in Manner therein mentioned, viz. That the Sum.; ' of three hundred ninety-eight thoufand eighty-five Pounds and ten Shillings fhould be granted to her late ' Majefty by the Parliament of England, for the Ufes therein mentioned, being thfi Equivalent to be' ' anfwered to Scotland, for fuch Parts of the faid Cuftoms and Excifes upon all excifeable Liquors, with. ' which that Kingdom was to be charged upon the Union, as would be applicable to the Payment of the; ' faid Debts of England, according to the Proportions which the then prefent Cuftoms in Scotland,, being;. c thirty thoufand Pounds per Annum, did bear to the Cuftoms in England, computed at one million three ' hundred forty- one thoufand five hundred fifty-nine Pounds per Annum ; and which the then prefent ' Excifes on excifeable Liquors in Scotland, being thirty-three thoufand five hundred Pounds per Annum^ ' did bear to the Excifes on excifeable Liquors in England, computed at nine hundred forty-feven thoufand -

  • fix hundred and two Pounds per Annum ; and in regard that after the Union, Scotland becoming, liable to-

' Liquors, as in England, as well upon that Account, as upon the Account of the Encreafe of Trade and ' People, the faid Revenues would much improve beyond the before-mentioned annual Values thereof, of ' which no Efti-mate could then be made : Yet neverthelefs, for the Reafons aforefaid, it is in the faid ' Article declared, That a proportionable Equivalent ought to be anfwered to Scotland;, and k was-
