And it is hereby further enabled by the Authority aforefaid, That it fhall arid may be lawful to and for the Commiffioners of the Treafiiry, or any three or more of them, or the High Treafurer of Great Britain for the Time being, and they refpectively are hereby authorized and required, by Writing under their refpective Hands, to conftitute and appoint fuch able and fit Perfons, and fuch or fo many of them, as the faid Commiffioners of the Treafury, or any three or more of them, or the faid High Treafurer for the Time being, fhall, from- Time to Time, think fie, to be Managers or Directors, for preparing Books, and for overfeeing the Subfcriptions to be taken therein, and for doing and performing fuch other Matters ahd'Thirtgs as are by this Act directed and appointed by fuch Managers and Directors to be done and per- formed; and that the Managers or Directors fo to be conftituted, fhall, according to fuch Directions as they fhall receive in Writing from the faid Commiffioners of the Treafury, or any three or more of them, or from the faid High Treafurer for the Time being, prepare Books, and open the fame at fome conve- nient publick Office or Offices (whereof Notice fhall be given by Writing, to be affixed upon the Royal Exchange in London, and alio to be inferted in the London Gazette, fo that none may pretend Igno- rance) for taking fuch Subfcriptions as are to be taken therein, purfuant to this Act, within the Time hereby limited in that Behalf. VI. Provided always, That the faid Commiffioners of the Treafury, or High Treafurer for the Time being, fhall or may caufe the faid Books to be opened for receiving the Subfcriptions relating to all the laid yearly Funds of one hundred thirty-five thoufand Pounds, one hundred eighty-fix thoufand fix hundred and feventy Pounds, one hundred fixty-eight thoufand and three Pounds, one hundred fixty-eight thoufand and three Pounds, and thirty-nine thoufand eight hundred fifty-five Pounds fifteen Shillings feven Pence and one fifth Part o'f a Penny, or fuch or fo many of them at a Time, as they the faid Commiffioners of the Treafury, or High Treafurer for the Time being, mall find to be mo ft conducive to the publick Service. VII. And it is hereby enacted by the Authority aforefaid, 1 hat the faid Books, after the opening thereof, fhall conftantly lie open at all feafonable Flours; and the refpective Proprietors of the faid Lottery Orders, and of the faid annual Sums payable out of the faid hereditary Excife, or fuch Perfon or Perfons as are or fhall be impowered to fubferibe for them, or any of them, fhall have free Accefs thereunto, and have Li- berty to make their refpective Subfcriptions therein, according to this Act, without any Fee or Charge •whatfoever ; and .that- the (aid Managers or Directors, or fuch or fo many of them as fhall be thc-reunro con- ftituted as aforefaid, fhall conftantly attend and overfee the making of the faid Subfcriptions, until the-tvventy- .ninth Day of September one thoufand feven hundred and feventeen, unlcfs the Subfcriptions for ail the faid Lottery Orders, and the faid annual Sums charged on the hereditary Excife, be fooner completed. VII I. And be it enacted by the Authority aforefaid, That fuch Perfons or Corporations, being Proprie- tors of fuch Lottery Orders made forth, or to be made forth, as aforefaid, or any of them, who are or fhall be willing and defirous to accept (in Lieu and Difcharge thereof) an Annuity or Annuities after the Rate of five Pounds per Centum per Annum, redeemable by Parliament, and fuch Perfons or Corporations, being Proprietors of the faid annual Surds charged or chargeable on the hereditary Excife, or any of them, who are or fhall be willing and defirous to accept (in Lieu and Difcharge thereof) an Annuity or Annuities after the Rate of five Pounds per Centum per Annum, to be redeemable by Parliament, and to be computed only upon one Moiety of their refpective principal Sums (by Payment of which Moieties their annual Payments of three Pounds per Centum per Annum were formerly made redeemable, as aforefaid) fhall or may, by them- felves" refpectively, or by fuch Perfon or Perfons as they reflectively have authorized or fhall authorize, by Writing in this Behalf, declare and fignify fuch "his, her, or their Defire or Option under a proper Preface in the Book or Books to be opened for that Piirpofe, as aforefaid, by fubfcribiitg their Names and Places of Abode, with other proper Additions, within 'the Time before mentioned: And that fuch Perfons or .Corporations, being Proprietors of fuch Lottery Orders made forth, or to be made forth, as aforefaid, or "any of them, who are or fhall be defirous to have their Principal and Intereft grown due to be paid to them in ready Money, and fuch Perfons or Corporations being Proprietors of the i-aid annual Sums charged or chargeable on the hereditary Excife, or any of them, who are or fhall be defirous to have the faid Moiety of the faid principal Sums (for 'which "they ate redeemable, as aforefaid) paid to them in realy Money, . fhall or may alfo by thernfelves refpectively, or by fuch Perfon or Perfons as they refpectively have au- thorized or fhall authorize, by Writing in this Behalf, declare and fignify fuch his, her, or their Defire or Option under a proper Preface in the faid Book or Books to be opened for that Purpofe, by fubferibing their Names and Places of Abode with other proper Additions, within the Time herein before limited. IX. And it is hereby enacted and declared, That all Executors, Administrators, Guardians and Truftees, fhall and may make, or caufe to be made, Subfcriptions in the find 'Books, either to have Annuities or ready Money, as aforefaid, for and on the Behalf of their refpective Teflators, Intefta'tes, or of Infants, Minors, Femes Covert, or. other's, for whom they are or mall be fefpectively intrufted, and are and fhall be by virtue of this Act indemnified in and for doing the 'fame. X. And it is hereby alio enacted by the A uthority 'aforefaid, That the faid Managers or Directors mail, on or before the laft Day of Otlober one thoufand feven hundred and feventeen, deliver or caufe to "be de- livered the faid Book or Books which ihall be opened, as aforefaid, with all the Subfcriptions therein, (fuch Book or Books being firft attefted under the Hands and Seals of two or more of 'the faid Managers or Direc- tors), to the Auditor of the Receipt of the Exchequer, to remain" in his Office forever ;.and fhall alfo,on or before the laft Day of November one thoufand feven hundred 'and feventeen, deliver or caufe' to be delivered one Duplicate (attefted as aforefaid) of fo "much of the faid Book or Books as fhall contain the Subfcriptions of thofe who fhall choofe the faid Annuities of five Pounds per Centum per Annum, to I the
