An Aft to continue an Aft of the firfl: Year of his Majcfty's Reign, intituled, An AH for taking and ftating the Debts due and growing due to Scotland by way of Equivalent, in the 'Terms 6f the Union ; and for Relief of the Creditors of the Publick and the Commijjwners of the Equivalent, ' ■"■• ^17 HEREAS the Honour, Juftice and publick Faith of Great Britain are all concerned and ' VV engaged, That the Agreements in the Act of Union be faithfully and exactly obferved and ' executed : And whereas by an Act of this prefent Parliament, intituled, An A HI for taking and fating Ceo. i. ft. i. ' the Debts due and growing due to Scotland by tvay of Equivalent, in the Te ms of the Union ; and for 2?e- c -*7- ' lief cf the Creditors of the Publick in Scotland and the Commiffioncrs of the Equivalent, his Maj .fty was im- ' powered to nominate and appoint Commiflioners for talcing, examining and ftating the Debts due and ' growing due to Seotland by way of Equivalent ; which CommilTioners were vefted with feveral Powers, ' and directed (;o make up feveral Accounts, as in the faid Act is more fully exprcfled ; and the Commit- ' fion and Powers thereby granted fhould continue in full Force and Virtue from the ifiuing thereof, for ' and during the Space of one whole Year, and till the End of the then next Seflion of Parliament ; with ' feveral other Claufes, and with this particular Provifo, That none of the Commiflioners to be appointed

  • purfuant to that Act, fhould incur any Penalties, Forfeiture, Incapacity or Difabi'ity whatfoever, for

' putting the faid Act in Execution : And whereas the CommilTioners appointed by his Majefty puifuant ' to the faid Act have not hitherto, as appears by their Report, brought to any final Conclufion the feveral e Accounts by the find Act directed to be made ; partly becaufe their Precepts in fome Cafes were not an- ' fwered, and in others, not in fuch Time as to be brought into their Report ; partly becaufe of the great ' and many Difficulties which attend feparating and diuinguifhing between the Debts incurred before the ' Union, and the Debts incurred for the Service of the united Kingdom; both which have been without ' Diftinction provided for fince the Union :' Be it therefore enacted by the King's moft Excellent Majefty, The Powers ci- by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in Par- vnl '" h'sMaje- liament affembled, and by the Authority of the fame, That the Powers given to his Majefty by the faid ft y f-t' "' '" Act for nominating and appointing Commiffioncrs for taking and ftating the Debts due and growing due totontinued'for Seotland by way of Equivalent, in the Terms of the Union, together with all the other Powers, Claufes one Year, &c. and 'rrovifoes therein contained, ftiall be and are hereby continued, from and after the Determination of the faid Act, for and during the Space of o'ne whole Year and to the End of the then next Seflion of Parliament. II. And be it further enacted by the Authority aforefaid, That all Officers, Accountants and other Officers, Ac. to Perfons whatfoever, who can give any Information relating to the faid Accounts and Matters in this and ob;ene , the Or- the former Act contained, are hereby ftrictly enjoined and required to obferve and execute fuch Orders and ^, c " of , Directions, as the faid Commiflioners appointed or to be appointed by his Majefty as aforefaid, or any three or more of them, fhall by Writing under their Hands direct and appoint touching the Accounts by this and the former Act appointed to be taken and ftated. ' III. And whereas by the faid recited Act of the firft Year of his Majefty's Reign, It was enacted, i Geo. i. ft. z. ' That for Relief of the Creditors of the Publick in Scotland and of the Commiflioners of the Equivalent, ' z 7-

  • until the Accounts in that Act mentioned fhould be taken and ftated according to the true Meaning ihere-

' of, the Lords Commiflioners of the Treafury or Lord High Treafurer for the Time being fhould and ' might, on or before the firft Day of November one thoufand Ceven hundred and fifteen, ifl'ue their or his ' Order or Orders for the Payment of a Sum not exceeding fifteen thoufand eight hundred twenty-two » ' Pounds eight Shillings and i'even Pence three Farthings to the Commiflioners of the Equivalent in Scot-

  • -land, or any Perfon or Pcrfons to be appointed by them, or any two of them, out of any Monies that

' had arifen or fhould arife by the therein mentioned Revenues of Cuftoms and Excifes in Seotland, or ei- 4 ther of them ; which Sum the Commiflioners of the Equivalent were directed to apply for Payment of 'one Year's Intereft, viz. from the twenty-third Day of June one thoufand feven hundred and fourteen ' to the twenty-fourth of June one thoufand feven hundred and fifteen, of the capital Sum of two hun- 8 dred thirty thoufand three hundred and eight Pounds nine Shillings and ten Pence and five Sixth Parts of ' a Penny, ftated due to the faid Creditors of the Publick in Scotland, and for the Payment of the Salaries ' of the (aid Commiflioners of the Equivalent, and of the Fees and Salaries of their Servants, and neceflary ' Charges for the faid Year : And whereas the Commiflioners appointed by his Majefty purfuant to the ' Act aforefaid have not hitherto brought the Accounts thereby directed to be taken and ftated to any final 4 Conclufion, fo as the Intereft of the publick Debts of Scotland, which are legally certified, can be there- ' by put into a regular Courfe of Payment; and it being juft, that the Intereft which has grown due on '* the faid Debts fince the twenty-third Day of June one thoufand feven hundred and fifteen, together with
