And whereas by an Aft of Parliament madeand palled in the firft Year of your Majefty's Reign, intituled, Jin Ail for making Pr-ow/ion for the Miniflers of the fifty new Churches ,Ceo. i. flata. which are to be built in and about the Cities of London and Weftminfter, mid Suburbs thereof, and for tt-c.3. building and finifhing the Parijh Church of St. Mary Woolnoth in the f aid City of London, it was cna£ted r That for all Sorts of Coals and Culm, which: from and after the twenty- feventh Day of September one thoufand feven hundred and twenty-four, and before the twenty-eighth Day of September one thoufand {even hundred and twenty-five, fhall be imported and brought into the Port of the City of London, or the River at Thames, within the Liberty of the faid City upon the fame River, there fhould be paid to. his Majefty, his Heirs and Succeffors, by way of Impofition thereupon (over and befides all other Im- pofmons and Duties, according to the Rates therein after mentioned, that is to fay) for all fuch Sorts, of Coals and Culm as are ufually fold by the Chalder, for every ChaLder thereof, containing thirty-fix Bufhels IFinchrJier Meafure, the Sum oi three Shillings ; and for fuch Sort of Coals as are fold by the Tun, for every Tun thereof, containing twenty hundred Weight, the Sum of three Shillings ; and that all the Monies which fhould be raifed by virtue of that Aft (the neceffary Charges of raifing,. managing, and accounting for the fame, excepted) fhould be brought into the Receipt of Exchequer,, and fhould be appropriated for and towards the providing due Maintenances for the Minifters to attend the Service of God in the faid new Churches ; and fhould for that Purpofe be ifTued, applied and difpofed, in fuch Manner as fhould thereafter be directed by Parliament : And it was thereby enafted, That the faid Pa- rifh Church of St. Mary Woolnoth, and the Tower thereof, fhould be rebuilt and finifhed out of the Du- ties granted by the faid recited A 61 of the ninth Year of her faid late Majefty's Reign ; and that the Monies 9 Ann. c. 22. to be imploycd for that Purpofe, fhould be replaced and made good out of and by the Monies applicable by virtue of the faid Aft of the tenth Year of her faid late Majefty's Reign, to the rebuilding and finifh- I0 Ann. c. u, ing the faid Church, and the Tower thereof, as by the faid feveral Afts, relation being thereunto re- fpeftively had, may more fully appear : And whereas out of the faid Duties of Coals and Culm, or out of Monies lent upon Credit of the fame, feveral confiderable Sums, amounting in the whole to one hundred fixty-one thoufand one hundred feventy and five Pounds fixteen Shillings and feven Pence, have been already raifed and iffued for the Buildings, Repairs, and other Purpofes prefcribed in or by the faid recited Afts, and the Building of fome of the new Churches thereby appointed to be built, hath been be- gun, and feveral Repairs which were thereby direfted, have been entred upon, and fome Scites, Ceme- teries, Burying-places, and Minifters Houfes have been purchafed or contrafted for, and other Charges have been born, and Payments made purfuant to the Orders of the feveral Commiffioners,. who from Time to Time have been intruded in and for the Execution of the Powers in the faid feveral Afts con- tained ; but the Charge of the faid Buildings and Repairs already begun or performed, hath been fo ex- ceffive, that over above the Application of the faid Monies already iffued, a great Debt is now owing to Workmen, and others for the fame ; and it evidently appears, That in cafe the Expence of the faid Buildings and Repairs fhould proceed and be carried on at or near the fame exceflive Rates, the whole Produce of the faid Duties, during the faid Time or Times to come therein by the faid former Afts (though fuch Produce far exceeds the original Eftimates made for building the laid new Churches and Repairs) will be very deficient for thofe Purpofes, and may probably at the End of the faid prefent Terms leave a great Debt for Work and Materials unprovided for : And whereas it is computed or efti- mated, That the faid Duties laid by the faid former Afts on Coals and Culm to be imported, as afore- faid, between Lady-day one thoufand feven hundred and nineteen, and the faid twenty-eighth Day of September one thoufand feven hundred and twenty-five, may amount in the whole to the Sum of three hundred and fixty thoufand Pounds; and m cafe the prefent Terms in the faid Duties be enlarged, fo as to make up thirty-two Years from Lady-day one thoufand feven hundred" and nineteen, the faid Sum of three hundred and fixty thoufand Pounds may be raifed for the Purpofes before-mentioned, as in this Aft is afterwards provided, upon a particular yearly Fund or Security in that Behalf; and that the Sum of five hundred twenty-eight thoufand three hundred and twenty Pounds one Shilling and nine Pence ms/y; be raifed by eftablifhing another particular yearly Fund, and by fuch other Ways and Means as are here- after in this Aft provided, for making good the Supply granted to his Majefty in this Seffion of Parlia- ment in the Manner herein after-mentioned ; and that the Surpluffes which fhall or may, from Time to Time, arife by the faid Duties on Coals and Culm, over and above fo much as fhall be fufHcient to dif- charge the Payments by this Aft intended to be charged thereupon, may be referved for the Ufe of the Publick : Therefore we your Majefty's moft dutiful and loyal Subjefts the Commons of Great Britain. n Parliament affembled, being defirous to purfueyour Majefty's pious and graciovs Intentions for the Ho- nour and Benefit of the Church of England and Advancement of our holy Religion, by making Provifion- for raifing the faid Sum of three hundred and fixty thoufand Pounds in fuch Proportions at a Time zs mall fee needed to be employed (fo far as the fame will extend) for or towards the building and finifhing of Churches, purchafing Scites, Church-yards, Burying-places, and Houles lor Minifters, repairing the faid collegiate Church of St. Peter, Wcjtminfter, and the Chapels of the fame, finifhing Greenwich Hofpi~ tai and the Chapel thereunto belonging, and making Proviiions for Minifters, according to the true In- tention of the faid former Afts of Parliament ; and being alfo defirous to make good the Supply granted to your Majefty in this Se'flion of Parliament, by making Provifion to raife a Sum not exceeding the faid Sum of five hundred twenty-eight thoufand three hundred and twenty Pounds one Shilling and nine Pence ;
