XXVIII. And be it further enafted by the Authority aforefaid. That all the Monies to which any Perfon or Perfons fhall become intitled by virtue of this A£f, in refpeft of any Sum advanced or contributed The Monies towards the faid Sum of one million, on which the faid Annuities, after the Rate of three Pounds ji)«- Cen- contiibuted to turn -per Annum, fhall be attending, fhall be added to the joint Stock of Annuities transferrable at the l^^nk !'J.^^"j'J'^^j^^„^^ oi EngLncL, into which the feveral Sums carrying an Interefl: after the Rate of three Pounds /)^r Ccntmn per^°^'^ °'^ ' "■ ' Annum, were by an Aft made in the twenty-fifth Year of the Reign of his prefent Majefty converted, and fhall be deemed Part of the faid joint Stock of Annuities, fubjeft neverthelefs to Redemption by Parlia- ment, in fuch Manner, and upon fuch Notice, as is in the faid Aft direfted in refpeft of the feveral and refpeftive Annuities redeemable by virtue of the faid Aft; and that all and every Perfon and Perfons, and Corporations whatfoever, in proportion to the Money to which he, ihe, or they fhall become intitled as aforefaid by virtue of this Aft, fhall have, and be deemed to have,, a proportional Interefl: and Share in the faid joint Stock of Annuities at the Rate aforefaid ; and that fuch Interelt and Share, and the proportional ^ Annuity attending the fame, fhall be afTignable and transferrable as this Aft direfts, and not othervviie ; and to be tranf- and that there fhall conftantly be kept at all feafonable Times, in the Office of the faid Accomptant General f^"!^' for the Time being, within the City of London, a Book or Books, wherein all AfEgnments or Transfers of the faid Interefl and Share, or any Part thereof, and the proportional Annuity attending the fame, at the Rate aforefaid, fhall be entered and reglflered ; which Entries fhall be conceived in proper Words for that Purpofe, and fhall be figned by the Parties making fuch AiTignments or Transfers ; or if fuch Parties be abfent, by his, her, or their Attorney or Attornies thereunto lawfully authorized, by Writing under his, her, or their Hands and Seals, to be attefled by two or more credible Witneffes ; and that the Perfon or Perfons to whom fuch Transfer fhall be made, do underwrite his, her, or their Acceptance thereof; and that no other Method of afligning or transferring the faid Share and Interefl:, or any Part thereof, and the Annuities attending the fame, fhall be good or available in Law. XXX. Provided always, That any Perfon or Perfons polfeired of fuch Share and Interefl, with the An- ^™^l^^^ ^^jj, jiuity or Annuities attending the fame, or any Eftate therein, may devife the fame by Will in Writing, ^^^ ^ ^ ' attefted by two or more credible WitnefTes; but that no Payment fhall he made on any fuch Devife, till lo much of the faid Will as relates to the faid Stock or Annuity be entered in the faid Office ; and in default ef fuch Transfer or Devife, the faid Stock and Annuities attending the fame, fhall go to the Executors or Adminiflrators ; and that no Stamp Duties whatfoever fliall be charged on the laid Transfers, or any of them ; any other Law or Statute to the contrary notwithilanding. X'XXI. Provided always, and it is hereby enafted by the Authority aforefaid, That the faid Governor The Bank to and Company, and their Succeffors (notwithilanding the Redemption of all or any their own Funds in continue a Com-- purfuance of the faid Afts for eftablifhing the fame, or any of them j fliall continue a Corporation, with all P^JJ^^ 9^]^ ^'^J^^ the Powers, Privileges and Advantages thereunto belonging, for the Purpofes in this Aft exprefled, till all ^J^^ujties. the faid Annuities payable by virtue of this Aft fhall be redeemed by Parliament, in manner herein before mentioned ; and that the faid Governor and Company, or any Members thereof, fhall not incur any Dif- ability for or by reafon of their doing any Matter or Thing in purfuance of this Aft. XaXII. Provided always, and be it enafted by the Authority aforefaid^ That the Commiffioners of the Commiffionersof Treafury, or any three or more of them now being, or the High Treafurer, or any three or more of the ' ^ ^^^^11^^^° Commifiioners of the Treafury for the Time being, fhall have Power, and they are hereby authorized, out of executing this of the faid Surpluffes, ExcefTes, Overplus Monies, and other Revenues compofmg the Inmd, commonly Aft out of' the. called The Sinking Fund, to difcharge all futh incident Charges as fhall neceffariiy attend the Execution of Duties, this Aft, in fuch manner as to them fhall feem jufl: and reafonable ; and alfo to fettle and appoint fuch Al- lowances (out of the Contributions to the Lottery aforefaid) as they fhall think jufl and reafonable, for the and appoint Sa- Service, Pains, and Labour of the faid Cafhier or Calliiers, for receiving and accounting for the Contri- ^^^1^^^^^°'^^^^. butions to the faid Lottery; and alfo fuch further Allowances as they fhall think jufl and reafonable, for other Officers, the Service, Pains, and Labour of the Cafhier or Cafhiers of the Governor and Company of the Bank of England, iot receiving, paying, and accounting for the feveral and refpeftive Annuities payable by virtue of this Aft ; and alfo for the Service, Pains, and Labour of the Accomptant General of the faid Governor and Company, for performing the Duty and Trufl incumbent on him by this Aft ; all which Allowances - hereby im powered to be made as aforefaid, in refpeft to the Service, Pains, and Labour ot any Officer or Officers of the faid Governor and Companj', fhall be for the Ufe and Benefit of the faid Governor and : Company, and at their Difpofal onlyi any 1 hing herein contained to the comrary notwithilanding.
