Poverty-stricken libraries should either be endowed or swept entirely away as derogatory to the progress of the Library Movement. Above all, it should be recognised that the Chief Librarian in a prosperous burgh is worthy of rank and salary at least equal to that of the head-master of an urban school, in view of the fa<5t that he has a vastly larger range of scholars and knowledge-seekers to deal with as readers.
