Thursday JOUKNAL ?ug?t 2 3 On the question to agree to the first part of the 2nd clause of the report, namely "To make laws for organizing, arming, and disciplining "the militia, and for governing such part of them as may be "employed in the service of the United States" it passed in the affirmative [Ayes--9; noes m z.] It was moved and seconded to amend the next part of the znd clause of the report to read "reserving to the States, respectively, the appointment "of the Officers under the rank of general Officers it passed in the negative. [Ayes- 2; noes--9.] On the question to agree to the following part of the ?nd clause of the report, namely, "reserving to the States, respectively, the appointment of "the Officers" it passed in the affirmative On the question to agree to the following part of the 2nd clause of the report, namely, "and the authority of training the militia according to the "discipline prescribed by the United States" it passed in the affirmative [Ayes- 7; noes m 4.] ? It was moved and seconded to agree to the 7 section of the 7 article, as reported, which passed in the affirmative [Ayes- xI; noes- o.] It was moved and seconded to insert the following clause after the 7 section of the 7 article. "No person holding any office of profit or trust under the "United States, shall without the consent of the Legislature "accept of any present, emolument, office, or title of any kind "whatever, from any king, prince, or foreign State" which passed in the affirmative It was moved and seconded to amend the 8th article to read as follows "This Constitution and the Laws of the United States "made in pursuance thereof, and all treaties made under the "authority of the United-States, shall be the supreme law of ? Vote 347, Detail o?[ Ayes and Noes, which makes an evident mistake in giving the total.
