W. Va., and in 1879 a part of Pennsylvania Avenue, in Washington, D. C., was bedded with asphalt. Bicyclists became vocal in their demand for better roads in 1880, but in the ensuing decade the public officials who interested themselves in road improvements were rarities. The subject was regarded with the same skepticism which greeted any other innovation. It was not until 1892 that modern concrete was used for one side
