Notice of August 3, 2000 Continuation of Emergency Regarding Export Control Regulations On August 19, 1994, consistent with the authority provided me under the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.), I issued Executive Order 12924. In that order, I declared a national emer- gency with respect to the unusual and extraordinary threat to the national security, foreign policy, and economy of the United States in light of the expiration of the Export Administration Act of 1979, as amended (50 U.S.C. App. 2401 et seq.). Because the Export Administration Act has not been re- newed by the Congress, the national emergency declared on August 19, 1994, must continue in effect beyond August 19, 2000. Therefore, in ac- cordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing the national emergency declared in Executive Order 12924. Memorandum of August 21, 2000 Delegation of Responsibility Under the Open-Market Reorganization for the Betterment of International Telecommunications (ORBIT) Act Memorandum for the Secretazy of State By the authority vested in me by the Constitution and the laws of the United States of America, including section 301 of title 3 of the United States Code, I hereby delegate to you the functions vested in me by section 646 of the ORBIT Act (Public Law 106-180), relating to submission of an- nual reports to the appropriate congressional committees regarding the pri- vatization of intergovernmental satellite organizations. The authority dele- gated by the memorandum may be further redelegated within the Depart- ment of State. 397
