Article 10 With the consent of the Netherlands monetary authorities, payments in favour of third countries may be made by the Belgian monetary authorities by means of florins held by them, and with the consent of the Belgian monetary authorities, payments in favour of third countries may be made by the Netherlands monetary authorities by means of Belgian francs held by them. Article 11 Should the present Convention be denounced, the final credit balance shall be used for the acquisition of Treasury Bonds issued by the debtor country. These Treasury Bonds shall be issued in the currency of the creditor country; they shall carry interest at 3% and be redeemed in accordance with a sinking fund to be established by mutual agreement between the Netherlands and Belgium, but with the proviso that the total period of redemption shall not exceed five years. As guarantee of the redemption and payment of interest on these Bonds, appropriate liens shall be established on behalf of the creditor country. Article 12 It rests with the Netherlands and Belgian monetary authorities to take individually the measures necessary to maintain between their 'currency and those of third countries a relation corresponding to the official rate provided for in Article 1 of the present Convention. Nevertheless, in order to ensure unity of action, they shall establish permanent contact between them, shall keep each other mutually informed and shall consult on all questions relating to monetary and economic policy, and whenever any action appears necessary. They shall also ensure the co-ordination of the measures they may have to take on their respective markets. Article 13 The Nederlandsche Bank and the Banque Nationale de Belgique shall he entrusted respectively by the Government of the Kingdom of the Netherlands and by the Government of the Kingdom of Belgium, and under the guarantee of the State, with the application of the provisions of the present Convention; they shall establish the appropriate contacts for this purpose and particularly those envisaged in Articles 4 and 12 above. They shall be empowered to conclude the necessary conventions with the international bodies in which their Government participates. 10 .21
