PUBLIC LAW 100-202—DEC. 22, 1987 FISHERMEN S GUARANTY FUND

For expenses necessary to carry out the provisions of section 7 of the Fishermen's Protective Act of 1967, as amended, $1,725,000 to be derived from the receipts collected pursuant to that Act, to remain available until expended. FISHERMEN'S PROTECTIVE FUND

SEC. 301. Funds appropriated under this title shall be available, except as otherwise provided, for allowances and differentisils as authorized by subchapter " 59 of 5 U.S.C; for services as authorized ^ by 5 U.S.C. 3109; and hire of passenger or freight transportation. Reports. ^^ SEC. 302. The Secretary of State shall report to the appropriate 22 USC 4851 committees of the Congress on the obligation of funds provided for note. diplomatic security and related expenses every month beginning January 1, 1988. 22 USC 276 note. SEC. 303. There is hereby appropriated, out of any money in the Treasury not otherwise appropriated, a total of $290,000 for each fiscal year to carry out (in accordance with the respective authorization amounts) paragraph (2) of the first section of Public Law 74170, section 2(2) of Public Law 84-689, section 2 of Public Law 86-42, and section 2 of Public Law 86-420. These funds may be disbursed to each delegation, pursuant to vouchers in accordance with the applicable provisions of law, at any time requested by the Chairman of the delegation after that fiscal year begins. Section 2 of Public Law 22 USC 1928b. 84-689 is amended by striking out "annually," and inserting in lieu thereof "annually (1)", by striking out "$50,000, $25,000" and inserting in lieu thereof "(2) $100,000, $50,000", and by striking out "and $25,000" and inserting in lieu thereof "and $50,000". SEC. 304. The Secretary of State shall not permit the Soviet Union to occupy the new chancery building at its new embassy complex in Washington D.C. or any other new facility in the Washington, D.C. metropolitan area, until a new chancery building is ready for occupancy for the United States embassy in Moscow: Provided, That none of the funds appropriated in this Act or any prior Act may be obligated for the new office building in Moscow except for engineering and technic£d studies prior to October 1, 1988. 22 USC 1461 SEC. 305. The following sections of H.R. 1777 (the Foreign Relanote, 2656 note. tions Authorization Act, Fiscal Years 1988 and 1989) are waived during Fiscal Years 1988 and 1989 in the event that H.R. 1777 is enacted into law: Sec. 122, Sec. 151, and Sec. 204.
