10 percent of the cost of such program shall be in the form of private sector contributions. Non-Federal contributions may be in cash or in kind, fairly evaluated, including facilities, overhead, personnel, and equipment. SEC 6113. APPLICATIONS FOR GRANTS.

(a) IN GENERAL.—A local educational agency, a State educational agency, a consortium of public and private agencies, organizations, and institutions, or an institution of higher education which desires to receive a grant under this chapter shall submit an application to the Secretary. Applications shall be submitted at such time, in such form, and containing such information as the Secretary shall prescribe. (b) CoNTENTS OP APPLICATION.—An application shall include— (1) a description of a demonstration pix^ram designed to carry out the purpose described in section 6111; (2) an estimate of the cost for the establishment and operation of the program; (3) a description of policies and procedures for the program that will ensure adequate evaluation of the activities intended to be carried out under the application; (4) assurances that Federal funds made available under this chapter will be so used as to supplement and, to the extent practicable, increase the amount of State and local funds that would be in the absence of such Federal funds be made available for the uses specified in this chapter, and in no case supplant such State or local funds; (5) a provision for making such reports, in such form and containing such information, as the Secretary may require; and (6) a description of the manner in which programs under this chapter will be coordinated, to the eictent practicable, with programs under the Job Training Partnership Act, the Carl D. Perkins Vocational Education Act, and other Acts related to the purposes of this chapter. (c) GEOGRAPHIC DISTRIBUTION.—In making grants under this chapter, the Secretary shall consider the equitable geographic distribution of such grants. SEC 6114. NATIONAL DISSEBONATION OF INFORMATION.

The Secretary shall disseminate the results of the prc^rams and projects assisted under this chapter in a manner designed to improve the training of teachers, other instructional personnel, counselors, and administrators. SEC 6115. AUTHORIZATION OF APPROPRIATIONS.

There are authorized to be appropriated $2,000,000 for fiscal year 1988 and such sums as may be necessary for each of fiscal years 1989 through 1993 to carry out the provisions of this chapter. SEC 6116. DEFINITIONS.

As used in this chapter, the term "technology education" means a comprehensive educational process designed to develop a population that is knowledgeable about technology, its evolution, systems, techniques, utilization in industry and other fields, and social and cultural significance.
