(1) the term "Administrator" means the Administrator of the Office of Juvenile Justice and Delinquency Prevention, (2) the term "community based" has the meaning given it in section 103(1) of the Juvenile Justice and Delinquency Prevention Act of 1974 (42 U.S.C. 5603(1)), (3) the term "controlled substance" has the meaning given it in section 102(6) of the Controlled Substances Act (21 U.S.C. 802(6)), (4) the term "controlled substance analc^ue" has the meaning given it in section 102(32) of the Controlled Substances Act (21 U.S.C. 802(32)), (5) the term "drug" means— (A) a beverage containing alcohol, (B) a controlled substance, or (O a controlled substance analc^ue, (6) the term "Director" means the Director of the ACTION Agency, (7) the term "illicit" means unlawful or injurious, (8) the term "institution of higher education" has the meaning given it in section 1201(a) of the Higher Education Act of 1965 (20 U.S.C. 1141(a)), (9) the term "public agency" has the meaning given it in section 103(11) of the Juvenile Justice and Delinquency Prevention Act of 1974 (42 U.S.C. 5603(11)), (10) the term "Secretary" means— (A) the Secretary of Education for purpose of subtitle A (other than section 3201), (B) the Secretary of Agriculture for purposes of the amendments made by section 3201, and (Q the Secretary of Health and Human Services for purposes of subtitle B, (11) the term "State" has the meaning given it in section 103(7) of the Juvenile Justice and Delinquency Prevention Act of 1974 (42 U.S.C. 5603(7)), (12) the term "treatment" has the meaning given it in section 103(15) of the Juvenile Justice and Delinquency Prevention Act of 1974 (42 U.S.C. 5603(15)), and (13) the term "unit of general local government" has the meaning given it in section 103(8) of the Juvenile Justice and Delinquency Prevention Act of 1974 (42 U.S.C. 5603(8)).
