TITLE in PROCUREMENT AmcRAFT PROCUBEMENT, ABMY For construction, procurement, production, modification, and modernization of aircraft, equipment, including ordnance, ground handling equipment, spare parts, and accessories therefor; special- ized equipment and training devices; expansion of public and private plants, including the land necessary therefor, for the forgoing purposes, and such lands and interests therein, may be acquired, and construction prosecuted thereon prior to approval of title; and procurement and installation of equipment, appliances, and ma- chine tools in public and private plants; reserve plant and Govern- ment and contractor-owned equipment layaway; and other expenses necessary for the foregoing purposes; $3,789,937,000, to remain avail- able for obligation until September 30, 1992: Providedy That the Reports. Secretary of Defense shall review the requirements for Apache Helicopters and the Army Helicopter Improvement Program (AHIP) and report to the Committees on Appropriations by April 1, 1990: Provided further. That if the report finds that addition^ Apache or AHIP Helicopters are needed to fulfill the requirements for the US. Army, including National Guard and reserve forces, the Secretary of Defense may propose to obligate funds provided herein for advance procurement on additional Apache and/or AHIP Helicopters. MISSILE PRCX^UREMENT, ARMY For construction, procurement, production, modification, and modernization of missiles, equipment, including ordnance, ground handling equipment, spare parts, and accessories therefor; special- ized equipment and training devices; expansion of public and private plants, including the land necessary therefor, for the forgoing purposes, and such lands and interests therein, may be acquired, and construction prosecuted thereon prior to approval of title; and procurement and installation of equipment, appliances, and ma- chine tools in public and private plants; reserve plant and Govern- ment and contractor-owned equipment layaway; and other expenses necessary for the forgoing purposes; $2,708,399,000, to remain avail- able for obligation until September 30, 1992.
