Many will observe the "National Night Out" simply by turning on their porch lights and by sitting on their porches, lawns, or front steps from 8:00 p.m. to 10:00 p.m. To encourage all Americans to join with their neighbors in these and other crime prevention activities, the Congress, by Senate Joint Resolution 296, has designated August 7, 1990, as "National Neighborhood Crime Watch Day" and has authorized and requested the President to issue a proclamation in observance of this day. NOW, THEREFORE, I, GEORGE BUSH, President of the United States of America, do hereby proclaim August 7, 1990, as National Neighborhood Crime Watch Day. I call upon the people of the United States to observe this day with appropriate programs, ceremonies, and activities.
