Reports. 22 USC 276/. payment of assessed contributions to the United Nations and any of its specialized agencies during the preceding calendar year. (e) REPEAL OF EXISTING LAW. — Section 143 of the Foreign Relations Authorization Act, Fiscal Years 1986 and 1987, and section 405 of the Foreign Relations Authorization Act, Fiscal Years 1990 and 1991, are repealed. SEC. 163. REPORT TO CONGRESS CONCERNING UNITED NATIONS SECONDMENT. Section 701 of the Foreign Relations Authorization Act, Fiscal Years 1988 and 1989 (Public Law 100-204; 22 U.S.C. 287e note) is amended— (1) by striking out subsection (b); and (2) by redesignating subsections (c) and (d) as subsections 0^) and (c), respectively. SEC. 164. PERMANENT INTERNATIONAL ASSOCIATION OF ROAD CONGRESSES. (a) REPEAL.— The Act of June 18, 1926 (22 U.S.C. 269) is repealed. (b) AUTHORITY.—The President is authorized to maintain membership of the United States in the Permanent International Association of Road Congresses. SEC. 165. INTERNATIONAL BOUNDARY AND WATER COMMISSION. Section 103 of the Act of September 13, 1950 (22 U.S.C. 277d-3), is amended— (1) by inserting "official entertainment and other representation expenses within the United States for the United States section; after "guard purposes;"; and (2) by striking out the period at end thereof and inserting in lieu thereof ": Provided further. That the United States Commissioner shall prepare, within 30 days after the end of each fiscal year, a report of all expenditures during that year for official entertainment and other representation expenses, which shall be available for public inspection.". SEC. 166. INTERNATIONAL FISHERIES COMMISSIONS ADVANCE PAYMENTS. Section 3 of the Department of State Basic Authorities Act of 1956 (22 U.S.C. 2670) is amended— (1) at the end of subsection (j) by striking out "and"; (2) in subsection (k) by striking out the period and inserting in lieu thereof "; and"; and (3) by adding after subsection (k) the following new subsection: "(1) make payments in advance, of the United States share of necessary expenses for international fisheries commissions, from appropriations available for such purpose.". SEC. 167. JAPAN-UNITED STATES FRIENDSHIP COMMISSION. Section 6 of the Japan-United States Friendship Act (22 U.S.C. 2905) is amended in paragraph (4) by inserting "or for not more than 50 percent of administrative expenses in the United States" after "Japan".
