105 STAT. 1384 PUBLIC LAW 102-190—DEC. 5, 1991 is serving on active duty in support of a contingency operation.". SEC. 638. AUTHORIZATION TO EXCEED CEILING ON ACCUMULATION OF LEAVE. Section 701(f) of title 10, United States Code, is amended— (1) by inserting "(1)" after "(f)"; (2) by striking out "Leave" in the last sentence and inserting in lieu thereof "Except as provided in paragraph (2), leave"; and (3) by adding at the end the following new paragraph: "(2) Under the uniform regulations referred to in paragraph (1), a member of an armed force who serves on active duty in a duty assignment in support of a contingency operation during a fiscal year and who, except for this paragraph— "(A) would lose any accumulated leave in excess of 60 days at the end of that fiscal year, shall be permitted to retain such leave (not to exceed 90 days) until the end of the succeeding fiscal year; or "(B) would lose any accumulated leave in excess of 60 days at the end of the succeeding fiscal year (other than by reason of subparagraph (A)), shall be permitted to retain such leave (not to exceed 90 days) until the end of the next succeeding fiscal year.". SEC. 639. SAVINGS PROGRAM FOR OVERSEAS MEMBERS AND MEMBERS IN A MISSING STATUS. (a) MISSING MEMBERS.—Subsection (b) of section 1035 of title 10, United States Code, is amended— (1) by striking out "or during the Persian Gulf conflict." in the second sentence and inserting in lieu thereof ", the Persian Gulf conflict, or a contingency operation."; and (2) by striking out the last sentence. (b) OTHER MEMBERS. —Such section is further amended— (1) by redesignating subsection (f) as subsection (g); and (2) by inserting after subsection (e) the following new subsection: "(f) The Secretary of Defense may authorize a member of the armed forces who is on a temporary duty assignment outside of the United States or its possessions in support of a contingency operation to make deposits of unallotted current pay and allowances during that duty as provided in subsection (a). The Secretary shall prescribe regulations establishing standards and procedures for the administration of this subsection.". (c) DEFINITIONS.—Subsection (g) of such section (as redesignated by subsection (b)(1)) is amended to read as follows: "(g) In this section: "(1) The term 'missing status' has the meaning given that term in section 551(2) of title 37. "(2) The term 'Vietnam conflict' means the period beginning on February 28, 1961, and ending on May 7, 1975. "(3) The term 'Persian Gulf conflict' means the period beginning on January 16, 1991, and ending on the date thereafter prescribed by Presidential proclamation or by law.". SEC. 640. TRANSITIONAL HEALTH CARE. (a) HEALTH CARE PROVIDED. —Chapter 55 of title 10, United States Code, is amended—
