(b) FORM OF REPORT. —The report required by subsection (a) shall be submitted in classified and unclassified form. TITLE XXXII—DEFENSE NUCLEAR FA- CILITIES SAFETY BOARD AUTHORIZA- TION SEC. 3201. AUTHORIZATION. There are authorized to be appropriated for fiscal year 1992 $12,000,000 for the operation of the Defense Nuclear Facilities Safety Board under chapter 21 of the Atomic Energy Act of 1954 (42 U.S.C. 2286 et seq.). SEC. 3202. POWERS AND FUNCTIONS OF THE DEFENSE NUCLEAR FACILI- TIES SAFETY BOARD. (a) POWERS.— (1) Subsection (b)(l)(A) of section 313 of the Atomic Energy Act of 1954 (42 U.S.C. 2286b) is amended by striking out "100" and inserting in lieu thereof "150". (2) Subsection (g) of such section is amended by striking out "The Board" and inserting in lieu thereof "Notwithstanding any other provision of law relating to the use of competitive procedures, the Board". (b) EXPANSION AND CLARIFICATION OF AUTHORITY RELATING TO ATOMIC WEAPONS. —(1) Section 318(1)(B) of such Act (42 U.S.C. 2286g(l)(B)) is amended by striking out "with the assembly or testing of nuclear explosives or". (2) Section 312 of such Act (42 U.S.C. 2286a) is amended— (A) by inserting "(a) IN GENERAL.— " before "The Board shall perform"; and (B) by adding at the end the following new subsection: "(b) EXCLUDED FUNCTIONS. —The functions of the Board under this chapter do not include functions relating to the safety of atomic weapons. However, the Board shall have access to any information on atomic weapons that is within the Department of Energy and is necessary to carry out the functions of the Board.".
