PUBLIC LAW 102-367—SEPT. 7, 1992 106 STAT. 1027 (1) MEMBERSfflP. —Section 102(a) of the Act (29 U.S.C. 1512(a)(2)) is amended— (A) by striking "and" at the end of ptiragraph (1); and (B) by striking paragraph (2) and inserting the following: "(2) representatives of organized labor and community-based organizations, who shall constitute not less than 15 percent of the membership of the council; and "(3) representatives of each of the following: "(A) Educational agencies (which agencies shall be representative of all educational agencies in the service delivery area). "(B) Vocational rehabilitation agencies. "(C) Public assistance agencies. "(D) Economic development agencies. "(E) The public employment service.". (2) NOMINATION. — Section 102(c)(2) of the Act (29 U.S.C. 1512(c)(2)) is amended to read as follows: "(2) The education representatives on the council shall be selected from among individuals nominated by regional or local educational agencies, vocational education institutions, institutions of higher education (including entities offering adult education) or general organizations of such institutions, within the service delivery area.". (3) RECOMMENDATIONS.—Section 102(c)(3) of the Act (29 U.S.C. 1512(c)(3)) is amended to read as follows: "(3) The labor representatives on the council shall be selected from individuals recommended by recognized State and local labor federations. If the State or local labor federation fails to nominate a sufficient number of individuals to meet the labor representation requirements of subsection (a)(2), individual workers may be included on the council to complete the labor representation.". (4) ADDITIONAL REPRESENTATIVES.—Section 102(c) of the Act (20 U.S.C. 1512(c)) is amended by adding at the end the following new paragraph: "(4) The remaining members of the council shall be selected from individuals recommended by interested organizations.". SEC. 113. JOB TRAINING PLAN. (a) RESTRICTION OF PLANS TO TITLE II PROGRAMS.— Section 104(a) of the Act (29 U.S.C. 1514(a)) is amended by inserting "under title ir after "appropriated". (b) CONTENTS OF JOB TRAINING PLANS. —Section 104(b) of the Act (29 U.S.C. 1514(b)) is amended to read as follows: "(b) Each job training plgin for the programs conducted under title II shall contain— "(1) an identification of the entity that will administer the program and be the grant recipient of funds from the State; "(2) if there is more than one service delivery area in a single labor market area, provisions for coordinating particular aspects of the service delivery area program with other programs and service providers in the labor market area, including provisions for— "(A) assessing needs and problems in the labor market that form the basis for program planning; "(B) ensuring access by program participants in each service delivery area to skills training and employment opportunities throughout the entire labor market;
