106 STAT. 1154 PUBLIC LAW 102-368 —SEPT. 23, 1992 251(b)(2)(D)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended. FEDERAL TRANSIT ADMINISTRATION DISCRETIONARY GRANTS (HIGHWAY TRUST FUND) For an additional amount, notwithstanding any other provision of law, and without regard to any obligation limitation, $10,000,000, to be derived from the Mass Transit Account of the Highway Trust Fund, to remain available until expended, to assist transit operations affected by Hurricane Andrew and Hurricane Iniki: Provided, That the Secretary may establish a Federal share the Secretary deems appropriate in connection with any such project: Provided further. That approval by the Secretary of a grant under this provision shall be deemed a contractual obligation of the United States for payment of the Federal share of the cost of the project: Provided further. That the entire amount is designated by Congress as an emergency requirement pursuant to section 251(b)(2)rDXi) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended. RESEARCH AND SPECIAL PROGRAMS ADMINISTRATION EMERGENCY TRANSPORTATION (TRANSFER OF FUNDS) For an additional amount for "Emergency transportation" to cover the incremental costs arising from the consequences of Hurricane Andrew, $44,000, to be derived by transfer from "Research and technology", to remain available until expended: Provided, That the entire amount is designated by Congress as an emergency requirement pursuant to section 251(b)(2)(D)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended. CHAPTER DC DEPARTMENT OF THE TREASURY BUREAU OF ALCOHOL, TOBACCO AND FIREARMS SALARIES AND EXPENSES For an additional amount for "Salaries and Expenses" to cover the incremental costs arising from the consequences of Hurricane Andrew, $590,000, to remain available luitil expended: Provided, That the entire amount is designated by Congress as an emergency requirement pursueint to section 251(b)(2)(D)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended.
