(c) DEFINITIONS.— For purposes of this section: (1) COUNCIL. —The term "Council" means the National Advisory Council on Medical Licensure established in subsection (a)(1). (2) DOMESTIC MEDICAL GRADUATE.—The term "domestic medical graduate" means an individual who is a graduate of a medical school located in the United States or Canada. (3) INTERNATIONAL MEDICAL GRADUATE.—The term "international medical graduate" means an individual who is a graduate of a medical school located in a country other than the United States or Canada. (4) MEDICAL SCHOOL.— The term "medical school" means a school of medicine or a school of osteopathic medicine, as such terms are defined in section 799 of the Public Health Service Act. (5) NONDISCRIMINATORY. —The term "nondiscriminatory", with respect to policies and practices, means that such policies and practices do not discriminate on the basis of race, color, religion, gender, national origin, age, disability, marital status, or educational affiliation. (6) PRIVATE CREDENTIALS VERIFICATION SYSTEM.— The term "private credentials verification system" means the system described in subsection (a)(2)(A) and established by the American Medical Association. (7) SECRETARY.— The term "Secretary" means the Secretary of Health and Human Services. (8) STATE. —The term "State" means each of the several States, the District of Columbia, the Commonwealth of Puerto Rico, American Samoa, Guam, the Commonwealth of the Northem Mariana Islands, and the Trust Territory of the Pacific Islands. (d) NECESSARY RESOURCES. —The Secretary shall ensure that necessary resources are made available to implement the provisions of this section. SEC. 308. REQUIRED ASSURANCES REGARDING BLOODBORNE DIS- 42 USC 295j EASES. i^ote. With respect to awards of grants or contracts under title VII or VIII of the Public Health Service Act, the Secretary of Health and Human Services may make such an award for the provision of traineeships only if the applicant for the award provides assurances satisfactory to the Secretary that all trainees will, as appropriate, receive instruction in the utilization of universal precautions and infection control procedures for the prevention of the transmission of bloodbome diseases. SEC. 309. STUDY ON EFFECTIVENESS OF HEALTH PROFESSIONS PRO- 42 USC 292 note. GRAMS. (a) IN GENERAL.— The Comptroller General of the United States shall conduct a study of the programs carried out under titles VII and VIII of the Public Health Service Act (as amended by this Act) for the purpose of determining the effectiveness of such programs in—
