Any such period shall be established under regulations prescribed under paragraph (2) and may be established notwithstanding section 4(a) of the Military Selective Service Act (50 U.S.C. App. 454(a)). "(2) The Secretary of Defense, and the Secretary of Transpor- Regulations. tation with respect to the Coast Guard when it is not operating as a service in the Navy, shall prescribe regulations for the purposes of paragraph (1). The regulations prescribed by the Secretary of Defense shall apply uniformly to the military departments.". SEC. 512. NUMBER OF FULL-TIME RESERVE PERSONNEL WHO MAY BE ASSIGNED TO ROTC DUTY. Section 690 of title 10, United States Code, is amended by striking out "may not exceed 200" and inserting in lieu thereof "may not exceed 275". SEC. 513. REPEAL OF MANDATED REDUCTION IN ARMY RESERVE COMPONENT FULL-TIME MANNING END STRENGTH. Section 412 of the National Defense Authorization Act for Fiscal Year 1991 (Public Law 101-510; 10 U.S.C. 261 note) is amended by striking out subsections (b) and (c). SEC. 514. TWO-YEAR EXl^NSION OF CERTAIN RESERVE OFFICER MANAGEMENT AUTHORITIES. (a) GRADE DETERMINATION AUTHORITY FOR CERTAIN RESERVE MEDICAL OFFICERS. —Scsctions 3359(b) and 8359(b) of title 10, United States Code, are each amended by striking out "September 30, 1993" and inserting in lieu thereof "September 30, 1995". (b) PROMOTION AUI^HORITY FOR CERTAIN RESERVE OFFICERS SERVING ON ACTIVE DUTY. —Sections 3380(d) and 8380(d) of such title are each amended by striking out "September 30, 1993" and inserting in lieu thereof "September 30, 1995". (c) YEARS OF SERVICE FOR MANDATORY TRANSFER TO THE RETIRED RESERVE.— Section 1016(d) of the Department of Defense Authorization Act, 1984 (10 U.S.C. 3360 note) is amended by striking out "September 30, 1993" and inserting in lieu thereof "September 30, 1995". (d) EFFECTIVE DATE. —(1) The amendments made by this section lo use 3359 shall take effect as of September 30, 1993. ^^ (2) The Secretary of the Army or the Secretary of the Air lo use 3380 Force, as appropriate, shall provide, in the case of a Reserve officer "°*^- appointed to a higher grade on or after the date of the enactment 01 this Act under an appointment described in paragraph (3), that the date of rank of such officer under that appointment shall be the date of rank that would have applied to the appointment had the authority referred to in that paragraph not lapsed.
