PUBLIC LAW 103-160—NOV. 30, 1993 107 STAT. 1843 (d) REPORTS.— (1) The Advisory Board on Arms Proliferation Policy shall submit to the President, not later than May 15, 1994, a report containing its findings, conclusions, and recommendations on the matters covered by the study carried out pursuant to subsection (a). (2) The President shall submit to Congress, not later than June 1, 1994— (A) a report on the study carried out pursuant to subsection (a), including the President's findings and conclusions regarding the matters considered in the study; and (B) the report of the Advisory Board on Arms Proliferation Policy received under paragraph (1), together with the comments, if any, of the President on that report. SEC. 1602. EXTENSION OF EXISTING AUTHORITIES. (a) EXTENSION TO FISCAL YEAR 1994.—Section 1505 of the National Defense Authorization Act for Fiscal Year 1993 (22 U.S.C. 5859a) is amended by striking out "fiscal year 1993" in subsections (a), (d)(D, and (e) and inserting in lieu tnereof "fiscal year 1994". (b) FUNDING.— Subsection (d)(3) of such section is amended— (1) by striking out "40,000,000" and inserting in lieu thereof "$25,000,000, including funds used for activities of the On- Site Inspection Agency in support of the United Nations Special Commission on Iraq"; and (2) by striking out the second sentence. (c) REPEAL OF NOTICE-AND-WAIT REQUIREMENT. — Subsection (d) of such section is further amended by striking out paragraph (4). SEC. 1603. STUDIES RELATING TO UNITED STATES COUNTERPROLIFERATION POLICY. (a) AUTHORIZATION TO CONDUCT STUDIES. —During fiscal year 1994, the Secretary of Defense may conduct studies and analysis programs in support of the counterproliferation policy of the United States. (b) COUNTERPROLIFERATION STUDIES.—Studies and analysis programs under this section may include programs intended to explore defense policy issues that might be involved in efforts to prevent and counter the proliferation of weapons of mass destruction and their delivery systems. Such efibrts include— (1) enhancing United States military capabilities to deter and respond to terrorism, theft, and proliferation involving weapons of mass destruction; (2) cooperating in international programs to enhance military capabilities to deter and respond to terrorism, theft, and proliferation involving weapons of mass destruction; and (3) otherwise contributing to Department of Defense capabilities to deter, identify, monitor, and respond to such terrorism, theft, and proliferation involving weapons of mass destruction. (c) DESIGNATION OF COORDINATOR.— The Under Secretary of Defense for Policy, subject to the supervision and control of the Secretary of Defense, shall coordinate the policy studies and analy- sis of the Department of Defense on countering proliferation of weapons of mass destruction and their delivery systems. (d) FUNDS.— Funds for programs authorized in this section shall be derived from amounts made available to the Department of Defense for fiscal year 1994 or from balances in working capital accounts of the Department of Defense.
