PUBLIC LAW 103-329—SEPT. 30, 1994 108 STAT. 2403 GENERAL SUPPLY FUND Of the offsetting collections credited to this account, $1,009,000 are permanently canceled. i INFORMATION RESOURCES MANAGEMENT SERVICE INFORMATION TECHNOLOGY FUND Of the offsetting collections credited to this account, $609,000 are permanently canceled. WORKING CAPITAL FUND Amounts received for administrative support services provided under this head shall be credited to and merged with the Fund, to remain available until expended, for operating costs and capital outlays of the Fund and for the necessary expenses of administrative support services including accounting, budget, personnel, legal support and other related services; and the maintenance and operation of printing and reproduction facilities in support of the functions of the General Services Administration, other Federal agencies, and other entities; and other such administrative and management services that the Administrator of GSA deems appropriate and advantageous (subject to prior notice to the Office of Management and Budget): Provided, That entities for which such services are performed shall be charged at rates which will return in full the cost of operations. GENERAL SERVICES ADMINISTRATION—GENERAL PROVISIONS SECTION 1. The appropriate appropriation or fund available to the General Services Administration shall be credited with the cost of operation, protection, maintenance, upkeep, repair, and improvement, included as part of rentals received from Government corporations pursuant to law (40 U.S.C. 129). SEC. 2. Funds available to the General Services Administration shall be available for the hire of passenger motor vehicles: SEC. 3. Funds in the Federal Buildings Fund made available for fiscal year 1995 for Federal Buildings Fund activities may be transferred between such activities only to the extent necessary to meet program requirements. Any proposed transfers shall be approved in advance by the Committees on Appropriations of the House and Senate. SEC. 4. (a) Of the budgetary resources available to the General Services Administration during fiscal year 1995, $8,959,000 are permanently canceled. (b) The Administrator of the General Services Administration shall allocate the amount of budgetary resources canceled among the agency's accounts available for procurement and procurementrelated expenses. Amounts available for procurement and procurement-related expenses in each such account shall be reduced by the amount allocated to such account. (c) For the purposes of this section, the definition of "procurement" includes all stages of the process of acquiring property or services, beginning with the process of determining a need for a product or services and ending with contract completion and closeout, as specified in 41 U.S.C. 403(2).
