New York, New York. $1,100,000 for the Boston metropolitan "Urban Ring" project; $1,500,000 for the Burlington to Gloucester, New Jersey line; $750,000 for the New Bedford and Fall River, Massachusetts commuter rail extensions; and $4,000,000 for the West Shore Line, New Jersey. MASS TRANSIT CAPITAL FUND (LIQUIDATION OF CONTRACT AUTHORIZATION) (HIGHWAY TRUST FUND) For payment of obligations incurred in carrying out section 21(b) of the Federal Transit Act, administered by the Federal Transit Administration, $1,500,000,000, to be derived from the Highway Trust Fund and to remain available until expended. INTERSTATE TRANSFER GRANTS—TRANSIT For necessary expenses to carry out the provisions of 23 U.S.C. 103(e)(4) related to transit projects, $48,030,000, to remain available until expended: Provided, That notwithstanding the formula for apportionment under 23 U.S.C. 103(e)(4)(J), of the amount made available under this head, only $9,500,000 shall be available for the substitute transit project approved under section 1045 of Public Law 102-240.
