(c) PROGRAM DIRECTION.—- Subject to subsection (d), funds are hereby authorized to be appropriated to the Department of Energy for fiscal year 1997 for program direction in carrying out weapons activities neces'^ary for national security programs in the amount of $313,404,000. (d) ADJUSTMENT. — The total amount authorized to be appropriated pursuant to this section is the sum of the amounts authorized to be appropriated in subsections (a) through (c) reduced by $20,000,000 for use of prior year balances.
