Paragraph (3) of section 8003(a) of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7703(a)) is amended by striking out "2,000 and such number equals or exceeds 15" and inserting in lieu thereof "1,000 or such number equals or exceeds 10". TITLE IV—MILITARY PERSONNEL AUTHORIZATIONS Subtitle A—Active Forces Sec. 401. End strengths for active forces. Sec. 402. Permanent end strength levels to support two major regional contingencies. Sec. 403. Authorized strengths for commissioned officers on active duty in grades of major, lieutenant colonel, and colonel and navy grades of lieutenant commander, commander, and captain. Sec. 404. Extension of requirement for recommendations regarding appointments to joint 4-star officer positions. Sec. 405. Increase in authorized number of general officers on active duty in the Marine Corps. Subtitle B—Reserve Forces Sec. 411. End strengths for Selected Reserve. Sec. 412. End strengths for reserves on active duty in support of the Reserves. Sec. 413. End strengths for military technicians. Sec. 414. Assurance of continued assignment of military personnel to serve in Selective Service System. Subtitle C—Authorization of Appropriations Sec. 421. Authorization of appropriations for military personnel. Subtitle A—Active Forces SEC. 401. END STRENGTHS FOR ACTIVE FORCES. 10 USC 115 note. The Armed Forces are authorized strengths for active duty personnel as of September 30, 1997, as follows: (1) The Army, 495,000. (2) The Navy, 407,318. (3) The Marine Corps, 174,000. (4) The Air Force, 381,100. SEC. 402. PERMANENT END STRENGTH LEVELS TO SUPPORT TWO MAJOR REGIONAL CONTINGENCIES. (a) REQUIREMENT TO BUDGET FOR AND MAINTAIN STATUTORY END STRENGTH LEVELS. —Section 691 of title 10, United States Code, is amended— (1) by redesignating subsections (d) and (e) as subsections (e) and (f), respectively; and (2) by striking out subsection (c) and inserting in lieu thereof the following: "(c) The budget for the Department of Defense for any fiscal year as submitted to Congress shall include amounts for funding for each of the armed forces (other than the Coast Guard) at least in the amounts necessary to maintain the active duty end strengths prescribed in subsection (b), as in effect at the time that such budget is submitted.
