(b) AUTHORIZATION OF APPROPRIATIONS.— The 1st sentence of 33 USC 2239 section 405(c) of such Act is amended to read as follows: "There note. is authorized to be appropriated to carry out this section $10,000,000.". (c) REPORTS.— Section 405 of such Act is amended by adding at the end the following: "(d) REPORTS. — Not later than September 30, 1998, and periodically thereafter, the Administrator and the Secretary shall transmit to Congress a report on the results of the project to be carried out under this section, including an assessment of the progress made in achieving the purpose of the project set forth in subsection (a)(3).". SEC. 227. SHORE PROTECTION. (a) DECLARATION OF POLICY.— Subsection (a) of the 1st section of the Act entitled "An Act authorizing Federal participation in the cost of protecting the shores of publicly owned property", approved August 13, 1946 (33 U.S.C. 426e), is amended— (1) by striking "damage to the shores" and inserting "damage to the shores and beaches"; and (2) by striking "the following provisions" and all that follows through the period at the end of such subsection and inserting the following: "this Act, to promote shore protection projects and related research that encourage the protection, restoration, and enhancement of sandy beaches, including beach restoration and periodic beach nourishment, on a comprehensive and coordinated basis by the Federal Government, States, locahties, and private enterprises. In carrying out this policy, preference shall be given to areas in which there has been a Federal investment of funds and areas with respect to which the need for prevention or mitigation of damage to shores and beaches is attributable to Federal navigation projects or other Federal activities.". (b) AUTHORIZATION OF PROJECTS. — Subsection (e) of such section is amended— (1) by striking "(e) No" and inserting the following: "(e) AUTHORIZATION OF PROJECTS. — "(1) IN GENERAL.— No"; (2) by moving the remainder of the text of paragraph (1) (as designated by paragraph (1) of this subsection) 2 ems to the right; and (3) by adding at the end the following: "(2) STUDIES.— "(A) IN GENERAL.—The Secretary shall— "(i) recommend to Congress studies concerning shore protection projects that meet the criteria established under this Act (including subparagraph (B)(iii)) and other applicable law; "(ii) conduct such studies as Congress requires under applicable laws; and Reports. "(iii) report the results of the studies to the Committee on Environment and Public Works of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives.
