REGULATIONS; EFFECTIVE DATE. 7 USC 2015 note. (a) REGULATIONS.— Not later than 1 year after the date of enactment of this Act, the Secretary of Agriculture shall promulgate such regulations as are necessary to implement the amendments made by this title. (b) EFFECTIVE DATE. —The amendments made by sections 1001 and 1002 take effect on October 1, 1997, without regard to whether regulations have been promulgated to implement the amendments made by such sections. ADJUSTMENT OF MAXIMUM MONTHLY RENTS FOR CERTAIN DWELLING UNITS IN NEW CONSTRUCTION AND SUBSTAN- TIAL OR MODERATE REHABILITATION PROJECTS ASSISTED UNDER SECTION 8 RENTAL ASSISTANCE PRO- GRAM. The third sentence of section 8(c)(2)(A) of the United States Housing Act of 1937 (42 U.S.C. 1437f:c)(2)(A)) is amended by inserting before the period at the end the following: ", and during fiscal year 1999 and thereafter". SEC. 2004. ADJUSTMENT OF MAXIMUM MONTHLY RENTS FOR NON- TURNOVER DWELLING UNITS ASSISTED UNDER SECTION 8 RENTAL ASSISTANCE PROGRAM. The last sentence of section 8(c)(2)(A) of the United States Housing Act of 1937 (42 U.S.C. 1437fi:c)(2)(A)) is amended by inserting before the period at the end the following: ", and during fiscal year 1999 and thereafter".
