(2) AUTHORIZATION OF APPROPRIATIONS.— There is authorized to be appropriated out of the Highway Trust Fund (other than the Mass Transit Account) to carry out this subsection $5,000,000 for fiscal year 1999. (3) APPLICABILITY OF TITLE 23.—Funds authorized by this subsection shall be available for obligation in the same manner as if the funds were apportioned under chapter 1 of title 23, United States Code, except that the funds shall remain available until expended. (q) LoLo PASS VISITOR CENTER.— Idaho. (1) GRANTS. —The Secretary shall make grants for the Lolo Pass Visitor Center in the State of Idaho. (2) AUTHORIZATION OF APPROPRIATIONS. — There is authorized to be appropriated out of the Highway Trust Fund (other than the Mass Transit Account) to carry out this subsection $2,943,000 for fiscal year 1999. (3) APPLICABILITY OF TITLE 23. —Funds authorized by this subsection shall be available for obligation in the same manner as if the funds were apportioned under chapter 1 of title 23, United States Code, except that the funds shall remain available until expended. (r) PUERTO RICO HIGHWAY PROGRAM.— (1) IN GENERAL. — The Secretary shall allocate funds authorized by section 1101(a)(15) for each of fiscal years 1998 through 2003 to the Commonwealth of Puerto Rico to carry out a highway program in such Commonwealth. (2) APPLICABILITY OF TITLE 23.—Amounts made available by section 1101(a)(15) of this Act shall be available for obligation in the same manner as if such funds were apportioned under chapter 1 of title 23, United States Code. Such amounts shall be subject to any limitation on obligations for Federalaid highway and highway safety construction programs. SEC. 1215. DESIGNATED TRANSPORTATION ENHANCEMENT ACTIVI- TIES. (a) GETTYSBURG, PENNSYLVANIA.— (1) RESTORATION OF TRAIN STATION. —The Secretary shall allocate amounts made available by this subsection for the restoration of the Gettysburg, Pennsylvania, train station. (2) AUTHORIZATION OF APPROPRIATIONS.— There is authorized to be appropriated out of the Highway Trust Fund (other than the Mass Transit Account) $400,000 for each of fiscal years 1998 and 1999 to carry out this subsection. (3) APPLICABILITY OF TITLE 23. —Funds made available to carry out this subsection shall be available for obligation in the same manner as if such funds were apportioned under chapter 1 of title 23, United States Code; except that the Federal share of the cost of restoration of the train station under this subsection shall be 80 percent and such funds shall remain available until expended. (b) CENTER. — Minnesota. (1) ESTABLISHMENT.— The Secretary shall allocate funds made available to carry out this subsection to establish a center ' for national scenic byways in Duluth, Minnesota, to provide technical communications and network support for nationally
