PUBLIC LAW 105-277—OCT. 21, 1998 112 STAT. 2681-304 "(b) Notwithstanding any other provision of law, the Board of Regents of the Smithsonian Institution may modify the number of members, manner of appointment of members, or tenure of members, of the boards or commissions under the jurisdiction of the Smithsonian Institution, other than— "(1) the Board of Regents of the Smithsonian Institution; and "(2) the boards or commissions of the National Gallery of Art, the John F. Kennedy Center for the Performing Arts, and the Woodrow Wilson International Center for Scholars.". SEC. 356. (a) The Act entitled "An Act to promote the development of Indian arts and crafts and to create a boEU'd to assist therein, euid for other purposes", approved August 27, 1935 (25 U.S.C. 305 et seq.), is amended by adding at the end the following: 25 USC 305f. "SEC. 7. (a) Notwithstanding any other provision of law, the Secretary of the Interior is directed to transfer all right, title and interest in that portion of the Indian Arts and Crafts Board art collection maintained permanently by the Indian Arts and Crafts Board in Washington, District of Columbia, to the Secretary of the Smithsonian Institution to be a part of the collection of the National Museum of the American Indian, subject to subsection (b). Transfer of the collection and costs thereof shall be carried out in accordance with terms, conditions, and standards mutually agreed upon by the Secretary of the Interior and the Secretary of the Smithsonian Institution. "(b) The Indian Arts and Crafts Board shall retain a permanent license to the use of images of the collection for promotional, economic development, educational and related nonprofit purposes. The Indian Arts and Crafts Board shall not be required to pay any royalty or fee for such license.". (b) The Secretary of the Interior is authorized to use ftinds appropriated in this Act under the heading 'SALARIES AND EXPENSES' under the heading 'DEPARTMENTAL MANAGEMENT' for the costs associated with the transfer of the collection. SEC. 357. None of the funds provided in this or any other Act shall be available for the acquisition of lands or interests in lands within the tract known as the Baca Location No. 1 in New Mexico until such time as— (1) an appraisal is completed for such tract which conforms with the Uniform Appraisal Standards for Federal Land Acquisitions; and (2) legislation is enacted authorizing the acquisition of lands or interests in lands within such tract. SEC. 358. The Federal building located at 15013 Denver West Parkway, Golden, Colorado, and known as the NationeJ Renewable Energy Laboratory Visitors Center, shall be known and designated as the "Dan Schaefer Federal Building". Any reference in a law, map, regulation, document, paper, or other record of the United States to the United States court house referred to in this provision shall be deemed to be a reference to the "Dan Schaefer Federal Building". This provision shall take effect on January 3, 1999. SEC. 359. The new Federal building under construction at 325 Broadway in Boulder, Colorado, shall be known and designated as the "David Skaggs Federal Building".
