CHAPTER 5 DEPARTMENT OF HEALTH AND HUMAN SERVICES OFFICE OF THE SECRETARY GENERAL DEPARTMENTAL MANAGEMENT For an additional amount for "General departmental management", $1,000,000, to reduce the backlog of pending nursing home appeals before the Departmental Appeals Board. DEPARTMENT OF EDUCATION EDUCATION FOR THE DISADVANTAGED For additional amounts to carry out subpart 2 of part A of title I of the Elementary and Secondary Education Act of 1965, $56,377,000, which shall be allocated, notwithstanding any other provision of law, only to those local educational agencies that received a Concentration Grant under the Department of Education Appropriations Act, 1998, but are not eligible to receive such a grant for fiscal year 1999: Provided, That the Secretary of Education shall use the funds appropriated under this paragraph to provide each such loced educational agency an amount equal to the Concentration Grant the agency received in fiscal year 1998, ratably reduced, if necessary, to ensure that local educational agencies receiving funds under this supplemental appropriation receive no greater share of their hold-harmless amounts than is received by other local educational agencies: Provided further, That the funds appropriated under this paragraph shall become available on October 1, 1999 and shall remsiin available through September 30, 2000, for the academic year 1999-2000: Provided further. That the Secretary shall not take into account the funds appropriated under this paragraph in determining State allocations under any other program administered by the Secretary in any fiscal year. HIGHER EDUCATION (TRANSFER OF FUNDS) Of the funds made avedlable for the Education Research, Statistics, and Improvement account in section 101(f) of Public Law 105-277, $1,500,000 are transferred to the Higher Education account to provide additional funds to carry out part B of title III of the Higher Education Act, RELATED AGENCY CORPORATION FOR PUBLIC BROADCASTING For an additional amount for the Corporation for Public Broadcasting, to remain available until expended, $30,700,000 to be available for fiscal year 1999, and $17,300,000 to be available for fiscal
