(B) OTHER EDUCATIONAL AND CULTURAL EXCHANGE PRO- GRAMS.— (i) IN GENERAL. — For other educational and cultural exchange programs authorized by law, including the Claude and Mildred Pepper Scholarship Program of the Washington Workshops Foundation and Mike Mansfield Fellowship Program, $98,329,000 for the fiscal year 2000 and $105,000,000 for the fiscal year 2001. (ii) SOUTH PACIFIC EXCHANGES. — Of the amounts authorized to be appropriated under clause (i), $750,000 for the fiscal year 2000 and $750,000 for the fiscal year 2001 is authorized to be available for "South Pacific Exchanges". (iii) EAST TIMORESE SCHOLARSHIPS. — Of the amounts authorized to be appropriated under clause (i), $500,000 for the fiscal year 2000 and $500,000 for the fiscal year 2001 is authorized to be available for "East Timorese Scholarships". (iv) TIBETAN EXCHANGES. — Of the amounts authorized to be appropriated under clause (i), $500,000 for the fiscal year 2000 and $500,000 for the fiscal year 2001 is authorized to be available for "Ngawang Choephel Exchange Programs" (formerly known as educational and cultural exchanges with Tibet) under section 103(a) of the Human Rights, Refugee, and Other Foreign Relations Provisions Act of 1996 (Public Law 104-319). (v) AFRICAN EXCHANGES. — Of the amounts authorized to be appropriated under clause (i), $500,000 for the fiscal year 2000 and $500,000 for the fiscal year 2001 is authorized to be available only for "Educational and Cultural Exchanges with Sub-Saharan Africa". (vi) ISRAEL-ARAB PEACE PARTNERS PROGRAM. —Of the amounts authorized to be appropriated under clause (i), $750,000 for the fiscal year 2000 and $750,000 for the fiscal year 2001 is authorized to be available only for people-to-people activities (with a focus on young people) to support the Middle East peace process involving participants from Israel, the Palestinian Authority, Arab countries, and the United States, to be known as the "Israel-.ii\rab Peace Partners Program". Not later than 90 days after the date of the enactment of this Act, the Secretary of State shall submit a plan to the appropriate congressional committees for implementation of such program. The Secretary shall not implement the plan until 45 days after its submission to the appropriate congressional committees. (2) NATIONAL ENDOWMENT FOR DEMOCRACY. — (A) AUTHORIZATION OF APPROPRIATIONS. —For the "National Endowment for Democracy", $32,000,000 for the fiscal year 2000 and $32,000,000 for the fiscal year 2001. (B) REAGAN-FASCELL DEMOCRACY FELLOWS.—Of the amount authorized to be appropriated by subparagraph
