PUBLIC LAW 106-246-^JULY 13, 2000 114 STAT. 539 designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Def- icit Control Act of 1985, as amended: Provided further. That the entire amount provided shall be available only to the extent an official budget request for $77,000,000, that includes designation of the entire amount of the request as an emergency requirement as defined in the Balanced Budget and Emergency Deficit Control Act of 1985, as amended, is transmitted by the President to the Congress. ACQUISITION, CONSTRUCTION, AND IMPROVEMENTS For an additional amount for "Acquisition, construction, and improvements", $578,000,000, to remain available until expended; of which $110,000,000 shall be available for the Great Lakes Icebreaker replacement; and of which $468,000,000 shall be available for acquisition and conversion of six C-130J maritime patrol aircraft, as authorized under section 812(b)(1)(G) of the Western Hemisphere Drug Elimination Act: Provided, That the procurement of maritime patrol aircraft funded under this heading shall not, in any way, influence the procurement strategy, program requirements, or down-select decision pertaining to the Coast Guard's Deepwater Capability Replacement Project: Provided further. That the entire amount is designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended: Provided further. That the entire amount provided shall be available only to the extent an official budget request for $578,000,000, that includes designation of the entire amount of the request as an emergency requirement as defined in the Balanced Budget and Emergency Deficit Control Act of 1985, as simended, is transmitted by the President to the Congress. CHAPTER 5 GENERAL PROVISIONS—THIS TITLE SEC. 501. For an additional amount for the Agency for International Development, "International Disaster Assistance", $25,000,000, for rehabilitation and reconstruction assistance for Mozambique, Madagascar, and southern Africa, to remain available until expended: Provided, That the entire amount is designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended: Provided further. That the entire amount provided shall be available only to the extent an official budget request that includes designation of the entire amount as an emergency requirement as defined in the Balanced Budget and Emergency Deficit Control Act of 1985, as amended, is transmitted by the President to the Congress. SEC. 502. For an additional amount for "Assistance for Eastern Europe and the Baltic States", $50,000,000, to remain available until September 30, 2001: Provided, That this amount shall only be available for assistance for Montenegro and Croatia, and not to exceed $12,400,000 for assistance for Kosova: Provided further. That the amount specified in the previous proviso for assistance for Kosova may be made available only for police activities: Provided further.
