(3) For the Defense Health Program, to remain available for obligation until September 30, 2001, $100,000,000. (b) EMERGENCY DESIGNATION. — The entire amount made available in this section— (1) is designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended; and (2) shall be available only if the President transmits to the Congress an official budget request for $679,000,000, which includes designation of the entire amount of the request as an emergency requirement as defined in the Balanced Budget and Emergency Deficit Control Act of 1985, as amended. SEC. 9002. Notwithstanding any other provision of this Act, funds appropriated by this title, or made available by the transfer of funds in this title, for intelligence activities are deemed to be specifically authorized by the Congress for purposes of section 504 of the National Security Act of 1947 (50 U.S.C. 414). This Act may be cited as the "Department of Defense Appropriations Act, 2001". Approved August 9, 2000.
