emeritus as reimbursement of actual expenses incurred upon certification and documentation under this subsection, shall not be reported as income, and the expenses so reimbursed shall not be allowed as a deduction under the Internal Revenue Code of 1986. (e) EFFECTIVE DATE.—This section shall take effect on the date of enactment of this Act and shall apply only with respect to the 108th Congress. SEC. 8. ADMINISTRATION OF ACROSS-THE-BOARD REDUCTION. In the administration of section 601 of title VI of division N of this Act, with respect to the budget authority provided under the heading ‘‘SENATE’’ under this title— (1) the percentage rescission under subsection (a) of that section shall apply to the total amount of all funds appropriated under that heading; and (2) the rescission may be applied without regard to subsection (b) of that section.
