Construction Appropriations and Emergency Hurricane Supplemental Appropriations Act, 2005, and other Acts for the purpose of the destruction of the United States stockpile of lethal chemical agents and munitions at Blue Grass Army Depot, Kentucky, and Pueblo Chemical Depot, Colorado, is $813,440,000. (c) No funds appropriated or otherwise made available to the Secretary of Defense under this Act or any other Act may be obligated or expended to finance directly or indirectly any study related to the transportation of chemical weapons across State lines. SEC. 1017. Section 115 of division H of Public Law 108–199 is amended by striking all after ‘‘made available’’ and substituting ‘‘, notwithstanding section 2218(c)(1) of title 10, United States Code, for a grant to Philadelphia Regional Port Authority, to be used solely for the purpose of construction, by and for a Philadelphiabased company established to operate high-speed, advanced-design vessels for the transport of high-value, time-sensitive cargoes in the foreign commerce of the United States, of a marine cargo terminal and IT network for high-speed commercial vessels that is capable of supporting military sealift requirements.’’: Provided, That of the funds provided in Public Law 108–287 under the heading ‘‘Operation and Maintenance, Army’’ for Woody Island and Historic Structure, $1,000,000 shall be made available in the form of a grant for these purposes. SEC. 1018. Upon enactment of this Act, the Secretary of Defense shall make the following transfer of funds: Provided, That funds so transferred shall be merged with and shall be available for the same purpose and for the same time period as the appropriation to which transferred: Provided further, That the amounts shall be transferred between the following appropriations in the amounts specified: From: Under the heading ‘‘Shipbuilding and Conversion, Navy, 2005/2009’’: LCU (X), $19,000,000. To: Under the heading ‘‘Shipbuilding and Conversion, Navy, 1996/2008’’: LPD–17, $19,000,000: Provided further, That the amount made available by the transfer of funds in or pursuant to this section is designated as an emergency requirement pursuant to section 402 of the conference report to accompany S.
